Kathleen Rapp has served on the County Legislature since 1998.  During most of that time she has served as Chair of the Planning and Economic Development Committee as well as on the Ways and Means, Public Safety, Social Services, Parks and Education and Libraries committees.  Currently, she chairs the Health committee.  Kathleen is heavily involved in the community serving as  President of the Regional Planning Board, Vice President of the Erie Canal Museum, Executive board of the J to J Summit, the Hancock Field Development Board, the New Justice Conflict Resolution Board, CNY Works Board and the CNY Health Alliance.  Along with her husband, she owns ACLS, a mailing and marketing communications firm in Liverpool, where she serves as Director.    Kathleen graduated from SUNY Oneonta with a degree in Education.  She and her husband William have three children, Erik 25, Kathryn 22 and Jeffrey 17.
